Józsefváros is a district of Budapest struggling with the most serious problems of all, where the index of economic development falls far behind the average of the capital city. The project involves an area in central Józsefváros targeting the social-economic-environmental renewal of blocks enclosed by Vajdahunyad utca – Kisstáció utca – Futó utca – Práter utca with the special goal to strengthen the economic and environmental role of Futó utca. The Municipality of Józsefváros has continuously been working on the renewal of this area in the interest of accomplishing its integrated objectives. The efforts specified below can be regarded as the immediate antecedents of the present project: to provide affordable housing for families of different social background by the renewal of residential buildings owned by the local government with the aim to keep the population and strengthen social cohesion in the district; to prepare a lay-out plan for two blocks, work out and sell the real estate investment projects in the interest of improving the profitability of the area; to pave the way for the infrastructural works to be carried out in the area with the goal to create an attractive and modern residential milieu. The project in the framework of the present competition targets the renewal of Futó utca that plays a crucial role in the life of the four blocks, including plans to enhance its economic-social role in the area. In the interest of attracting the local small businesses to open shops in the ground floor premises of the buildings the following actions will be taken: complete reconstruction of one section of Futó utca, renewal of another section, creation of a green area of 230 square meters and the development of the background infrastructure. Additional activities will involve the establishment of social contacts with the help of the local community and the new community members moving into the area.
The social objectives of the integrated project are as follows: to maintain the level of the area’s ability to keep the population and to strengthen social cohesion in the district through the development of the local community and the inclusion of the society in the development of the area. The economic objective of the project is to improve the profitability of the area through activating small businesses and stimulating investment. The environmental goal of the project is to create an attractive, modern and maintainable residential milieu through the renewal of public areas, to increase the ratio of green area and to renovate all the valuable buildings in the district.
The steps taken so far in the interest of achieving these goals – as part of the events leading up to the present project – have brought the following results: the renewal of two residential blocks owned by the local government, the completion of several residential buildings by investors, the selling of several real estate investment plans, ongoing home-building investments, and the completion of several partial infrastructure networks.
Expected results of the project in the social sector are as follows: the residents will become more attached to the area they live in, new local communities will be established by the residents of the owner-occupied blocks, more competitions will be submitted and the number of civil organization will increase significantly in the area. The expected results in the economic sector can be summarized as follows: the number of retail sale and small business units operating in the ground floor premises of the buildings will increase significantly, investment in construction industry and in the real estate market will further increase, and as a result, the rate of employment will improve considerably in the district. The expected results of the efforts to renew the environment will involve more green area and the renovation of buildings representing an environmental value and the building of new residential homes.
The results of our work are shown in the individual sectors – for example, affordable housing has been provided in the social sector, the development of the necessary infrastructure has been started in the environmental sector, or separate housing investments have been launched in the economic sector. One expected result of the present project is to implement the renewal of Futó utca as a connecting link among the various sectors, uniting the results of the individual sectors in a spatial sense as well. At the same time this renovation and renewal work is also a primary condition laid down by the real estate investors intending to invest in the area. As far as the accomplishment of the fundamental objective specified in our competition is concerned, the renewal of public areas, the renovation of residential buildings and the new functions of the ground floor premises in the buildings are all intended to help activate small businesses in the area. As for economic tools, mention must be made of the program meant to enhance the profitability of small businesses and, in the social sector, the increased demand for homes by residents becoming more attached to the district.
